VA and Medicare Are Separate Systems

VA health care is generally delivered through VA facilities or authorized community care. Medicare covers services through Medicare-participating providers or a Medicare Advantage network. Medicare does not pay for care received solely through the VA.

Why Keep Medicare

Medicare provides access to non-VA hospitals and physicians, can help during travel or emergencies, and protects future coverage options. VA encourages eligible veterans to consider enrolling in Medicare.

How Medicare Advantage Can Fit

A Medicare Advantage plan may offer a low premium, non-VA provider network, an annual medical maximum out-of-pocket, and extra benefits such as dental, vision, hearing, fitness, or an eligible Part B premium reduction.

Prescription Decisions

VA prescription coverage is generally creditable for Part D. Some veterans use VA pharmacies for medications and choose a Medicare Advantage plan without Part D where available; others choose MA-PD for retail pharmacy access. Enrolling in Part D does not normally end VA drug eligibility.

Provider and Referral Rules

Non-VA care billed to Medicare Advantage must follow the plan’s network and authorization rules. VA authorization for community care does not automatically authorize Medicare Advantage coverage, and vice versa.

Emergency Care

Understand when to notify the VA, when to use Medicare Advantage, and how emergency claims are processed. Rules differ based on where care was provided and which program authorized it.

Part B Giveback Plans

Some plans reduce a portion of the Part B premium. A giveback does not eliminate the need for Part B and should be compared against network, copays, drug coverage, and maximum out-of-pocket.

TRICARE For Life, CHAMPVA, and VA health care have different eligibility and coordination rules. Do not assume guidance for one program applies to another.

Will you use VA or civilian specialists? Are preferred hospitals in network? Do you need retail pharmacy coverage? Will you travel? Is the extra benefit more valuable than broader provider access?
